French special residence permit – ITER Direct Employee

As ITER Direct Employee, the Welcome Office will be your interface to obtain the French special residence permit (Titre de séjour Spécial), also called “carte PROMAE”, which is issued by the Protocol of the French Ministry for Europe and Foreign Affairs.

International Organization employees, their spouses and their children aged less than 21, are entitled to this special residence permit, as long as they fulfil the eligibility conditions

As ITER Direct Employee, you will obtain a French Special Resident Permit with a code “AT” (if you have the G grade) or “FI” (if you have the P grade). These codes are a proof that its holder enjoys the privileges and immunities (P&I) provided for by the Headquarters Agreement signed between the ITER Organization and France. For further information on those P&I, please check the ITER website.

– Non-EU citizens will only obtain the French special residence permit if they have been delivered the specific French ITER visa called “PROMAE visa” in the first place (please refer to the Visas Section).

The application should be done in the first three months of your arrival in France.

If your family (spouse and children) arrives in France later (and follows the “PROMAE visa” process), they will benefit from the same special residence permit as yours (application to be done in the first three months of their arrival too).

– EU citizens (non-French) will obtain the French special residence permit on their arrival in France (since no visa in required) as long as they fulfil the eligibility conditions.

The application should be done in the first three months of your arrival in France.

If your family (spouse and children) arrives in France later, they will benefit from the same special residence permit as yours (application to be done in the first three months of their arrival too).

French citizens and EU or non-EU citizens who are considered as residents will not be granted any special residence permit. They will obtain instead a card called Attestation de fonctions issued by the French Ministry for Europe and Foreign Affairs. With this card, you will not be entitled to the tax-free purchase of a car in France (nor to the tax-exempt import of personal belongings if applicable).

Non-EU citizens will have to make sure the French residency document (titre de séjour préfectoral) they already have is valid for their ITER contract.
